The talk centres on the book Human Capital for the Knowledge Economy (OUP, 2026). Drawing on evidence from Germany, South Korea, the Netherlands, and the United Kingdom, it examines how governments use different forms of public policy intervention to align higher education provision with the skill needs of knowledge-intensive sectors of the labour market. The talk shows how higher education has become a key tool of industrial policy across advanced capitalist democracies.
