The Consultative Steering Group (CSG) set out key principles governing the operation of Holyrood. High hopes and ideals were expressed. Quarter of a century on, how has this worked out?
Has the rebalancing of relations between the legislature and executive branches changed as envisaged? Have committees lived up to expectations? Is Holyrood turned into a replica of the Commons? And how might matters be improved?

Eddie Barnes was a political journalist before working as an Adviser to Ruth Davidson and now works for the think tank Our Scottish Future.
Johann Lamont was elected to the Scottish Parliament in 1999, served on and convened Parliamentary committees, served as a Government Minister and became deputy leader then leader of Scottish Labour.
Alex Neil was elected to the Scottish Parliament in 1999, also served on and convened Parliamentary committees, served as Government Minister and Cabinet Secretary.
Mandy Rhodes is an award winning journalist and columnist who edits Holyrood magazine.
