Women Deputies and the Redistribution of Federal Resources in Brazil: Analysis Based on Mandatory Individual Budget Amendments (2024–2026) with Dr Sara Tironi (Insper, Brazil)
We examine the behavior of Brazilian women federal deputies in the budget process by analyzing individual budget amendments (IBAs) submitted to Annual Draft Budget Laws. While recognizing broader challenges concerning the use of this legislative tool in Brazil, this study offers a new perspective on IBAs as an institutional mechanism that can strengthen representation capacities and support the diversification of parliamentary action within the federal budget. Our analysis comprises three stages: (i) a historical series of IBAs proposed by federal deputies (both men and women) individually from 2003 to 2026; (ii) an in-depth assessment of women deputies’ proposals during the 57th legislative term (2023–2026), examining how variations in party ideology, race, region, and previous experience produce distinct behavioral patterns and identifying factors influencing the intensity of their activity in terms of the volume of IBAs proposed; and (iii) statistical descriptions of policy preferences among women deputies in the 57th legislative term, considering intra-group diversity. Preliminary results indicate: (i) both women and men deputies consistently submit IBAs over time; (ii) women deputies tend to divide proposals into more IBAs compared to men; and (iii) affiliation with a left-wing party is the strongest predictor of higher IBA volumes in the legislature studied. For policy preferences, we find that (iv) women deputies pursue varied agendas and demonstrate distinct thematic priorities across internal divisions. Preference patterns shift when comparing the number of IBAs to resource allocations, revealing more concentrated allocations in some areas and broader dispersal in others.

Sara Tironi is a Faculty Member and Researcher at Insper, Brazil. She holds a Ph.D. and M.Sc. in State Law and an LL.B. from the University of São Paulo (USP), as well as LL.M. and M.A. degrees from the European Master in Law and Economics program (Universities of Hamburg and Vienna).
